Board

Debbie Fischer - President

Debbie Fischer, Branch Manager, Livingston Intl. (Seattle).  Her expertise in customs brokerage and freight forwarding comes from over 27 years of working in the industry. Debbie began in the “Tacoma Entry Division” of US Customs & Border Protection and expanded into the private sector as a buyer for a large importer/exporter. Debbie then moved into freight forwarding and customs brokerage.

She is a Licensed Customs Broker and Certified Customs Specialist and is currently serving her second term as President, Customs Brokers & International Freight Forwarders Association of Washington State.

Debbie sees her area of expertise and interest in the unusual shipments. She loves the challenge of learning something new, such as processing the release of live animals and fish, learning how to return military ammunition and equipment as well as researching the requirements for the unique items that are completely outside the normal everyday shipments.

She is actively involved in several aspects of the industry. As the president of the local association, she represents our membership for the National Customs Brokers & Forwarders Association of America, Inc. (NCBFAA) on the Affiliate Presidents Network (APN). She sits on the NCBFAA NEI (Education) committee, as well as the NCBFAA Disaster Recovery Subcommittee.  Debbie also holds the position of Director for the Pacific Coast Council of Customs Brokers & Freight Forwarders Association, Inc. (PCC).

As the President of this association, Debbie works to represent our membership to government officials at the local level and in DC. Our industry is ever changing and new programs and regulations are introduced at a very fast pace. The entire board and chair holders of the association work hard to keep our membership appraised of anything that may directly affect the members and their livelihood. It is important to stay ahead of the issues and identify issues that could negatively impact international trade and the trade community.

Gary Ryan - Vice President

Gary Ryan started in the customs brokerage industry in 1964 while a student at Seattle University. He became a licensed customs broker in 1978.

Mr. Ryan was the President of Airport Brokers Corporation, a customs brokerage and foreign freight forwarding firm in Seattle, WA, since 1981. Airport Brokers Corporation was a full service customs brokerage and international freight forwarding firm handling both ocean and airfreight - export and import. It was recently purchased by Frontier North America.

According to Gary, the CBIFFAWS is important because it represents the interests of customs brokers and international freight forwarders in Washington State. While the importers and exporters have AAEI, BACM, JIG, COAC and a number of other organizations and associations representing their interests, customs brokers and international freight forwarders in Washington State only have our local CBIFFAWS, our regional Pacific Coast Council (PCC) and our National Customs Brokers and Forwarders Association of America, Inc. (NCBFAA). Only the PCC and the NCBFAA have lobbyists representing our interests. The role of the customs broker and the international freight forwarder is changing with new laws, regulations and technology.

Gary is involved with the various customs brokers and freight forwarders associations to try to protect and promote our industry. While other jobs and firms are moving geographic locations in and out of the country, we need to protect our industry as much as we can. The CBIFFAWS is the only association in the State of Washington representing our industry. The PCC is the only regional association on the West Coast representing our industry and the NCBFAA is the only national association representing our industry. We need to get more local customs brokers and international freight forwarders actively participating in all three organizations.

Mr. Ryan is a past president of the Customs Brokers and International Freight Forwarder’s Association of Washington State and is currently the vice president of the organization. He served two terms on the Board of Directors of the National Customs Brokers and Freight Forwarders Association of America, Inc. (NCBFAA) and is a current member of the Customs Committee for the NCBFAA).  Mr. Ryan is also a NCBFAA Certified Customs Specialist (CCS).
